Description: This training session provides a introduction to Davis-Bacon and Related Acts (DBRA) requirements as they apply to water and wastewater infrastructure projects, including those funded through State Revolving Funds (SRFs). Participants will gain a clear understanding of how prevailing wages are established, which workers are covered, and the roles and responsibilities of contractors, subcontractors, and contracting agency in maintaining compliance. The session emphasizes real-world applications for water systems, helping utility managers and project administrators navigate wage determinations, avoid common compliance pitfalls, and ensure projects remain eligible for federal funding.

Learning Objectives:

By the end of this training, participants will be able to:

  • Define key Davis-Bacon terms, including prevailing wage, wage determinations, covered workers, and fringe benefits
  • Understand threshold requirements for procurement using federal funds and process for adhering to federal standards
  • Explain how prevailing wages are established and applied to water infrastructure projects
  • Identify which workers are covered under Davis-Bacon requirements and avoid common misclassification issues
  • Describe the roles and responsibilities of prime contractors, subcontractors, and water system owners

  • Consultants and technical assistance providers serving water and wastewater systems
