Description: The Drinking Water and Water Pollution Control Revolving Funds (DWRF and WPCRF) are vital sources of low-cost financing for water infrastructure upgrades across Colorado. However, many communities—especially those that are small, rural, and tribal—face barriers accessing these resources, whether due to limited staff capacity, uncertainty about eligibility, or unsure about how to get started.

This two-part webinar series is tailored to help Colorado municipal utility staff, decision-makers, and community partners understand how to access SRF funding, build internal capacity, and connect with technical assistance providers. Sessions will include a mix of expert presentations, real-world case studies, and hands-on exercises to equip participants with practical tools and guidance.

Learning Objectives:

  • Introduce participants to Colorado’s SRF programs, eligibilities, and application process.  
  • Provide step-by-step guidance on pre-application planning, environmental review, and readiness to proceed.  
  • Understand what happens after a loan application is submitted, including contracting, signage, and disbursements.  
  • Share successful case studies of Colorado communities at different stages of the SRF journey.  
  • Deliver hands on tools and exercises to help participants identify project needs, potential barriers, and next steps in applying for funding.  
  • Connect participants with SRF agency staff and technical assistance provides for one-on-one support.  

Please Note: This is a two-part training over the course of two days. In order to qualify for a certificate, you must attend both days:

Session 1: SRF 101 & Setting the Stage – Laying the Foundation for Success

Session 2: Digging Deeper & Connecting to Assistance – From Planning to Funding 

Certificate: This training has NOT been submitted for approval of continuing education credit. We will provide a certificate of attendance to eligible attendees, but cannot guarantee it will meet your PDH or CEU requirements.
