This report to the Appalachian Regional Commission analyzes the drinking water and wastewater infrastructure needs in the 410-county Appalachian region, the existing federal and state funding sources for capital projects, and the financial gap between the needs and existing funding sources. The report describes alternative investment requirements and financial strategies to meet those needs given the fiscal capacity of individual communities.
